Minutes for the March 19, 2013 Meeting
Evendale Municipal Building, 10500 Reading Road, Evendale, Ohio
Attendees: President Hugh McKinnon, Jeff Albrinck, Al Pearlman, Chris Schaefer, Bob Szczur, Stiney Vonderhaar, Chris Patterson, Jack Cameron, and Pam Morin.
Recurring Business:
1. The minutes were approved as read with a motion made by Chris Schaefer and seconded by Stiney Vonderhaar. The motion passed with a vote of 6 yes, 0 no.
2. Economic Development Update:
a. Cincinnati Asian Market is nearing completion of their expansion project at 10400 Reading Road. With the completion of this expansion, there are only two open spaces in the shopping center – one on the east side by the surgery center and the second in the separate building by La Petite France Restaurant.
b. GE Aviation is investing over one million dollars in renovations of their Quality Technical Center, 10270 St. Rita Lane. An additional 400 employees may be moved to this facility.
c. Chris Schaeffer brought to CIC’s attention that Landmark has put a real estate sign on Sharon Road. Jack Cameron contacted Loretta Rokey, Glendale’s Village Administrative, who told him that Landmark is trying to sell 40 acres of their property, all of which is located in Glendale. Access to the proposed development would be on either Sharon Road or Chester Road. Bob Szczur asked if the Village should be involved in any discussion with Landmark at this time. He also suggested that the Planning Commissions from Evendale and Glendale work together to discuss how they would like to see this area developed.
d. On March 14th, Jack Cameron attended the first Certification Ceremony of the national program, “Get Skills to Work – Military to Manufacturing” at Cincinnati State Workforce Development Center on Reading Road. This program is designed to help veterans adapt their military training to advanced manufacturing opportunities. David Joyce, President and CEO of GE Aviation, was one of the key note speaker. GE Aviation is an ardent supporter of the program. Eleven graduates were honored at this ceremony.
e. Jack Cameron reported on a recent call that he received from the owners of China Cooking, 10599 Reading Road. They are considering selling their two parcels, total area of about 3 acres. The parcels have frontage, but limited depth with the dimension being 379’ by 300 – 375’. Currently a house, motel and restaurant are located on the parcels. Police Chief Niel Korte told CIC that the Police Department responds to a large number of calls from the motel. Jack would assume that if the Village doesn’t purchase these parcels, the new owners would most likely keep it as a motel. Chris Schaeffer suggested that we talk to the adjoining property owners, All Occasions Event Rental and Aluminum Extruded Shapes (AES),
to see if they have any interest in purchasing the parcels. If the Village purchases the parcels and demolishes the buildings, Chris’s concern is the immediate devaluation of the property. Bob Szczur mentioned purchasing the parcels could be a solution to the limited parking problem of the Village and could possibly be used as shared parking with All Occasions and AES. Bob listed the positive impact of purchasing the parcels: close to the Village Center, development potential, a chance for shared public/private collaboration, and the reduction of police calls. Chris Patterson stated that he would like to see the purchase be a Public/Private Partnership to help fill some current need. Hugh McKinnon stated that in purchasing the parcels would fall in line with the Village’s current program to buy undesirable properties. He also doesn’t want to miss the opportunity to purchase the parcels now as opposed to dealing with them
in a lesser state in the future. Stiney Vonderhaar offered to talk to the owner of AES and Jack will talk to the owners of All Occasions.
New Business:
1. Council/CIC Parameters:
Chris Schaffer presented a chart showing the recent commercial property sales in Evendale. The chart revealed that there is a very large range in price per acre.
After some discussion the following points were agreed upon:
a. The Village parcels that should be targeted for sale are the newly acquired southern two parcels, parcels in both direction at Inwood Drive, and St. Rita Lane.
b. Professional appraisals should be done for these parcels to determine Fair Market Value (FMV).
c. Council provides CIC with parameters on the sale price and the range of incentives.
d. CIC drive the development of these parcels. CIC would use the following points when considering the sale of parcels:
1. The potential of earning tax;
2. Diversifying the earning tax base;
3. Providing desired services;
4. Enhance the wellbeing of residents and businesses.
Hugh McKinnon asked to what extent Council can give power to CIC. Chris Schaeffer suggested that Council has the authority to give CIC a broad scope in land management. Chris Patterson believes that setting the sale price range will be easy; the hurdle will be agreeing on incentives, because incentives are so varied and wide. He also feels that it didn’t make sense to sell the parcels all at once. A specific plan should be designed to determine the order of parcels to be sold.
Jack Cameron stressed that in order for the Village to support their “Business Ready Strategies”, businesses need nimble action when purchasing land. Chris Schaefer explained that Council can only sell properties through public auction. The Council process is naturally time consuming and CIC is able to react much quicker. Purchasing land from Council can also be a harrowing experience for businesses/public because it must be done at a televised public meeting.
Jeff Albrinck asserted that Council members must be comfortable with the parameters. He feels that Council will want substantial input on the process of the sale of Village parcels. Jeff suggested that the recruitment of high standard retail and offices developments will give Council members the most comfort.
A motion was made to have Jack Cameron work with Tim Burke to draft an ordinance. CIC wants the ordinance ready for the April 9th council meeting. Drafts of the ordinance will be sent out to CIC members for their input. A short CIC meeting will be on Tuesday, April 2nd to finalize the ordinance. The motion passed with a 5 yes, 0 no vote. Jeff Albrinck was excused early from the meeting.
Old Business:
1. The new Zoning Code and Comprehensive Mater Plan were approved by Council at their March 12th council meeting. They will become effective within 30 days.
2. Planning Commission will be discussing Senior Housing at their next meeting.
3. There has been some activity on the sale/development of the outlots at the Village Crossings, 10400 Reading Road.
The next regular CIC meeting will be April 16th.
Stiney Vonderhaar made a motion to adjourn the meeting. The motion was seconded by Bob Szczur. The motion passed with a 5 yes, 0 no vote.
